It?s getting harder to pay for college. Not only is the economy in bad shape and unemployment high, but now previously reliable sources of federal financial aid, including federal student loans and federal grants, are being cut or altered as part of ongoing budget negotiations in Washington. And more changes are likely on the way.

First, the 11th hour deal to approve the Budget Control Act of 2011, which raised the U.S. borrowing limit to avoid a debt default, resulted in a compromise to maintain the maximum Pell grant award of $5,500 by ending subsidies on federal student loans that paid the interest on loans for graduate students while they were in school. The compromise provided only $17?billion of the $18.3?billion shortfall faced by the Pell grant program, leaving a $1.3?billion shortfall for next year.

Now, the Senate is in the process of approving a U.S. Department of Education budget for fiscal year 2012 that would close the remaining Pell grant shortfall by ending interest subsidies for federal student loans during the six-month grace period after undergraduate students graduate or leave school. The proposed change is part of an effort to trim $1.5?trillion from the federal budget deficit over the next 10 years.

But those aren?t the only big-time changes to federal financial aid that are going to result in less money for college. Under the 2011 budget, the Academic Competitiveness Grant and National Smart grant, which were part of the federal Pell program, were allowed to expire at the end of the 2010?2011 academic year. The Pell grant program that provided financial aid for summer study was also eliminated.

And students at public state colleges and universities are dealing with a one-two punch as state financial aid falls alongside federal aid, resulting in cuts to state grant and scholarship programs at the same time schools institute double-digit tuition rate hikes.

?It?s not a pretty picture,? said Mark Kantrowitz, an expert on student loans and financial aid and publisher of FinAid.org and FastWeb.com.

According to Kantrowitz, things are likely going to get worse.

Further Cuts to Student Loans and Grants are Possible

Although federal student loans are still available and the amount you can borrow will remain unchanged, the cost of borrowing federal student loans will probably go up, forced north by a possible end to undergraduate interest subsidies for students who are still in school and a likely interest rate increase. Currently, subsidized student loans have a fixed 3.4?percent interest rate, but the rate is set to revert to 6.8?percent?? the same rate as unsubsidized loans?? for loans borrowed after July?1, 2012 unless Congress passes legislation to extend the lower rate, something Kantrowitz said is unlikely to happen.

Federal and state grant money is also drying up at an alarming rate. Even though Pell grant maximums were maintained this year, they can?t keep up with rising tuition costs and cost of living increases. The University of Texas at Austin, for example, has already lost 18?percent funding, or $17.8?million, from federal and state grant and scholarship programs this year (?Students Should Prepare for Continued Education Cuts,? Chicago Tribune, Sept.?23, 2011).

Students Can Help Offset Drops in Financial Aid by Being Proactive in Other Areas

To help fight falling financial aid, officials from UT and the University of North Carolina at Chapel Hill?? another university hit hard by drops in federal and state funding?? recommend that students start preparing now:

• Make sure to complete the Free Application for Federal Student Aid, which qualifies you for federal grants and federal student loans.
• Trim costs by buying used textbooks or getting a hold on discretionary spending so that you end up borrowing for needs, not wants.
• Get help with budgeting from personal finance classes offered by your school. UT, for example, has a personal money-management course for students called Bevonomics.
• Consider a part-time job, especially on campus, where there are typically lots of positions that are reserved for college students.

There are only four basic types of companies doing business with any impact in cyberspace today:

1.Large Corporations (A.K.A. "Fat Cats")

Many of these companies don't do anything to promote online, perhaps thinking their URL and external promotions are sufficient. And they are probably often correct in approaching the net this way. The ones that do promote online prefer to purchase banner advertising on high traffic sites; a tactic that apparently pays off (We are talking here about huge companies like Pennzoil, Nike, CNN, etc.).

2.Medium Sized, Savvy Businesses (A.K.A."Risk Takers")

The companies referred to here are the electronic cowboys like Yahoo (the search engine), Netscape (the browser) and Netcom (the ISP). These companies took a very different approach to business on the net hoping it would pay big dividends in the end. Many failed, but a few succeeded and grew to enormous size, such as the ones listed above.

Yahoo for example, gave away free listings anticipating people would come and the net would "catch on" with the general public. They lost a lot of money with no revenue stream in the beginning, but once the internet grew, they could charge big dollars for advertising on sites with as many as 15 million hits every day. They got so big they were able to go public and make millions with their stock offering.

Yahoo took a big risk and a loss in the beginning only to reap huge rewards in the end, and the same thing happened with Netscape. They gave their software away to become a dominant force and create a monopoly on web browsers and then made their money by selling advertising packages, and co-partnering with other products later. A risky strategy that has paid in the billions.

3.Small Inexperienced Companies (A.K.A. "Gold Rush Co.")

These are small companies run by individuals who are inexperienced in traditional business or the ways of the internet. They are of the "gold rush" mentality and make the same miscalculations made by inexperienced people in any business venture.

These business owners often think there is one secret to success. They think if only they could just find that one trick, their work would be done and they could then lie on the beach with an ever-growing bank account. But as we will see, there isn't any one big secret, just a whole bunch of little ones!

4.Small Savvy Companies (A.K.A "Winners")

The "winners" are smaller companies run by experienced business people who exhibit a high level of awareness and hard work promoting their website. These companies are currently having the best success on the Web, just as this type of business owner is having the most success in your local neighborhood. They usually start as one-man operations and can grow enormously into outfits with many employees.

But whatever approach you decide to take, learn from others' mistakes. Don't re-invent the wheel. If you try to, you are taking a big risk. Model your business after another that has already proven to be successful and yours likely will be too.

Some keys of any successful product or service:

1.Go after a very specific "niche" market (I did this with most of my online businesses). Try to offer a specialty product or service that is generally unavailable through traditional retail channels. It is critical that the target market be specifically identified and located online.

2.Go after the general public - something everybody wants and try for high volume, not the profit margin or specialty product angle. Example: An online CD store with a selection like no other and better pricing to boot.

In my opinion, running two or three (or more) websites and targeting a niche for each one is the easiest way to make money on the net. Everyone is looking for the "big buck" makers and often niche markets are ignored. This is how I have made most of my money online.

I offered something in demand for a small market, and expected only to make $20-50,000 a year from it. But I soon learned that if I set everything up to be completely automated, I could run three or four (or even more) businesses this size in only a few hours a day. By combining several small incomes like that, it is easy to earn in excess of $200,000 a year, all for investing about an hour a day (per business) now that everything is mostly fully automated (as I teach in my internet marketing course).

If you really want to "retire" after you set up your businesses, hire a manager to work a few hours a day to take care of the daily chores that need to be completed. This is how I started. I ran everything myself at first, then got so busy I had to hire someone part-time, then in less than 1 year, had to hire 3 more people full-time just to handle the daily operations of the 2.4 million dollars in business I do between my four online businesses.

So when you grow a little, hire an employee to run your daily operations. I know many homemakers with kids who would be thrilled at the opportunity to bring home fifteen grand a year... and often have lots of free time between 10am and 3pm when their kids are in school. Your help could be doing all the routine chores and you could be traveling around the world or just sitting on your patio knowing you're making $500 to $1,000 a day doing absolutely nothing. This is not a "pipe-dream"... with today's technology you really can do it (heck, I do! -- although I have to admit, I love to work, so I work a lot).

New analysis of the cardiovascular risks of common non-steroidal anti-inflammatory drugs

ScienceDaily (Sep. 27, 2011) ? An updated study published in PLoS Medicine gives some new information on the cardiovascular risks of non-steroidal anti-inflammatory drugs (NSAIDs) and suggests that among these commonly used drugs, naproxen and low dose ibuprofen are least likely to increase cardiovascular risk whereas diclofenac, even in doses available without prescription, elevates risk.

Using only observational studies (30 case-control studies and 21 cohort studies) because randomised controlled trials have only reported small numbers of cardiovascular events, the authors, Patricia McGettigan (Hull York Medical School, Hull, UK), and David Henry (Institute for Clinical Evaluative Sciences, Toronto, Canada) also found that the new NSAID, etoricoxib, has a high risk of cardiovascular events similar to that of drugs that have been withdrawn because of safety concerns and that new evidence on cardiovascular risk of indomethacin, an older drug, casts doubt on its continued clinical use.

The authors say: "the large sizes of the studies reviewed here, the presence of consistent dose-response relationships, and general agreement with the results of randomised trials give us confidence in the results." They add: "In our view, the results are sufficiently robust to inform clinical and regulatory decisions."

This study highlights the importance of adequately assessing drug safety in clinical trials and in an editorial the PLoS Medicine editors write: "debates continue about the best ways to meaningfully synthesize and interpret data on the possible harmful effects of drugs -- for example, how passive surveillance systems (spontaneous reports of suspected adverse reactions) should be improved, whether new drugs should go through a phased launch process with enhanced safety evaluation, and the appropriateness of risk mitigation strategies for drugs with safety concerns."

The editors conclude: "However, these challenges should not detract investigators, regulators, and patients from demanding a higher safety standard for approved drugs. Higher standards will require both greater transparency -- in revealing what studies are being conducted and what data have been generated -- and greater willingness of funders to support new studies specifically addressing drug safety."

Hospital pharmacists "are really looking at this as a crisis. They are scrambling to find drugs," said Joseph Hill of the American Society of Health-System Pharmacists.

At a hearing Friday before the health subcommittee of the House Energy and Commerce Committee, hospital officials and other experts testified that the worsening shortages are preventing them from giving many patients the best care and are driving up costs.

"Considering the nation's budget crisis and our skyrocketing health care bill, these markups are nothing more than profiteering at the expense of patients and providers who are struggling to afford vital medicines," said Mike Alkire, chief operating officer of Premier Healthcare Alliance, a group that helps U.S. hospitals and other health providers improve their patient care and finances.

The shortages could cost hospitals at least $415 million a year, he said, citing data from health care providers across the nation. So far, hospitals have been absorbing the extra costs, but they'll soon have to start passing them on to insurers and patients, according to the American Hospital Association.

The scarcity of mainstay cancer drugs is not only hurting patients but is halting or disrupting clinical studies of potential new treatments, said Dr. Robert S. DiPaola, director of the Cancer Institute of New Jersey.

"The drug shortages of today can have a ripple effect on the availability of new drugs and treatment combinations tomorrow," he told the committee.

On Monday, the Food and Drug Administration is holding a meeting with medical and consumer groups, researchers and industry representatives to discuss the shortages and strategies to fight them.

The FDA says the primary cause of the shortages is production shutdowns because of manufacturing problems, such as contamination and metal particles that get into medicine.

Other reasons include theft of prescription drugs from warehouses or during shipment, as well as the "gray market" vendors who buy scarce drugs from small regional wholesalers, pharmacies or other sources and then sell them to hospitals at many times the normal price. These sellers may not be licensed, authorized distributors.

In addition, many companies have stopped making generic injected drugs because the profit margins are slim. Producing them is far more expensive than stamping out pills, and it takes about three weeks to produce a batch. Making things worse, companies don't have to notify customers or the FDA that they've stopped making a medicine. That means neither FDA nor competitors can fill the gap in time.

Only a half-dozen companies make the vast majority of injected generics. Even if other companies wanted to begin making a drug in short supply, they're discouraged by the lengthy, expensive process of setting up new manufacturing lines and getting FDA approval.

Hospitals that buy scarce medicines from the "gray market" are taking a gamble.

The drugs may be stolen and hospitals can't always tell whether a medicine was properly refrigerated ? as required for many injectable drugs ? or whether it's past the expiration date, said Michael R. Cohen, a pharmacist and president of the institute. The active ingredient might have degraded and the drug might not work well or could even harm the patient, he said.

Cohen attributes at least 15 recent deaths to drug shortages, either because the right drug wasn't available or because of dosing errors or other problems in administering or preparing alternative medications. But many deaths and injuries go unreported, he said.

In the worst known case, Alabama's public health department this spring reported nine deaths and 10 patients harmed due to bacterial contamination of a hand-mixed batch of liquid nutrition given via feeding tubes because the sterile pre-mixed liquid wasn't available.

So far this year, 210 drugs have been added to the list of those in short supply, one less than the total for all of last year, according to the University of Utah Drug Information Service, which tracks the shortages. That's triple the roughly 70 a year from 2003 to 2006, when shortages began to climb steadily.

"The shortages aren't resolving. They're piling up on top of existing ones," said Erin Fox, a pharmacist who manages the service. She said at least 55 drugs from shortages before this year are still unavailable or scarce.

The average price markup on drugs sold by secondary distributors was 650 percent, according to an Aug. 16 report by the Premier Healthcare Alliance. The figure is based on an analysis of 636 unsolicited sales offers that were faxed and emailed to hospitals from secondary distributors in April and May.

Virtually every offer was for at least double the normal price, the survey found. The drugs with the highest markups were for critically ill patients needing anesthesia or other medicines for surgery or for emergency care, cancer, infectious diseases and pain management.

In an extreme case, one vendor was offering a generic beta blocker for dangerously high blood pressure, normally priced at $25.90 per dose, for $1,200.

The FDA says it must uphold quality standards but also works hard to prevent shortages.

"When FDA detects a contaminant, whether it be shards of glass or metal particles or an infectious agent, we have to take action to protect the public," said Dr. Peter Lurie, a senior adviser in the FDA commissioner's office.

When such problems force a company to shut down production, the FDA urges other manufacturers to boost their output and expedites any approvals needed, said Valerie Jensen, associate director of the agency's drug shortage program. When raw materials used to make drugs are in short supply, the FDA tries to find new sources.

The agency averted 38 shortages last year, Jensen added. Another 99 have been prevented so far this year, Howard K. Koh, assistant secretary for health in the Department of Health and Human Services, told the committee.

Legislation pending in the House and Senate would increase penalties for drug thefts from warehouses and tractor-trailers. Another proposal, which has bipartisan support, would require drug manufacturers anticipating a shortage to immediately notify the FDA.

The pitches hospitals get from secondary distributors generally say they have small batches of specific drugs that are hard or impossible to find. "Are you enjoying this crazy `roller coaster ride' of pharmaceutical shortages? ... I utilize over 60 vendors to locate and procure needed pharmaceuticals to assist when you have shortage needs," one reads.

Several distributors who sent hospitals solicitations for scarce drugs didn't return calls from the AP. One representative said he wasn't authorized to discuss the issue.

Another company, Novis Pharmaceuticals, defended the higher prices, saying secondary distributors have to charge far more because they don't get the big rebates manufacturers give primary distributors. They also have high costs to locate and transport batches of scarce drugs, although the company, which mainly distributes blood plasma, would not disclose its profit margin.

It's illegal for companies to collude to create a medicine shortage and raise prices, and there's no evidence of that. There's no federal law against price-gouging on prescription drugs, according to the FDA, but it does urge pharmacists to report cases to its Office of Criminal Investigation. An agency spokeswoman said she could not discuss whether any cases are being investigated.

The top three wholesalers say they try to alleviate problems by working with drug manufacturers, updating hospitals on shortages and rationing scarce supplies by giving their regular hospital customers a portion of their normal order. McKesson Corp. and Cardinal Health Inc. say they halt sales to any smaller distributors found to be diverting drugs or otherwise breaking rules. AmerisourceBergen Corp. does background checks on customers.

The hospital association and other groups urge hospitals not to buy from unaccredited vendors, to insist on documentation of the drug's source if they must, and to report price gouging to state authorities. But only three states ? Kentucky, Maine and Texas ? have price-gouging laws that specifically cover medicines.

"Something has to be done here," said pharmacist Michael O'Neal, head of drug procurement for Vanderbilt University Medical Center in Nashville, which has had to purchase medicines from secondary suppliers about 70 times over the past two years.

"This is unethical," he said. "We're talking about people's lives."

Quinnipiac basketball players face assault charges (AP)

HAMDEN, Conn. ? Two Quinnipiac University basketball players arrested over the weekend on assault charges remain on the team pending the results of a university investigation into the incident.

Junior guard James Johnson, the team's leading scorer a year ago, and sophomore Ike Azotam, a 6-foot-6 forward, were charged early Sunday morning with assault and breach of peace following a fight on campus.

Police say they each struck other students in the face.

The school released a statement saying both players have been cooperating with authorities. Under the school's judicial policy, any sanctions would follow an investigation by a review board.

Both Johnson, who averaged over 16 points a game last season, and Azotam, who averaged five points and five rebounds, are free on bond and due in court on Sept. 26.

The BuildFax Residential Remodeling Index was at 130.4 in July, up from 129.5 in June. This is based on the number of properties pulling?residential?constructionpermits in a given month.

The Residential BuildFax Remodeling Index rose 24% year-over-year?and for the twenty-first straight month?in July to 130.4, the highest number in the index to date.?Residential?remodels in July were up month-over-month almost a single point (.6%) from the June value of 129.5, and up year-over-year 25.6 points (24.5%) from the July 2010 value of 104.7.

In July, the West (3.4 points; 3%) and Midwest (4.9 points; 5%) all had month-over-month gains, while the South (3.3 points; 3%) and Northeast (2.7 points; 3.4%) saw a decline.

?As millions of Americans believe that they will not be able to secure a new home due to a variety of factors including tight credit, limited buyers and challenging job prospects, they are more and more turning to renovating and remodeling their current properties, sending remodeling activity to record levels,? said Joe Emison, Vice President of Research and Development at BuildFax.
