Families of young children in the Swan region will be able to access child care and health services, early learning programs and parenting support across two primary schools after Education Minister Liz Constable announced the location of the new Swan Children and Family Centre.

The centre is one of five Children and Family Centres being developed in Western Australia, and will be built across two sites - Middle Swan Primary School in Stratton and Clayton View Primary School in Koongamia.
?
The Swan Children and Family Centre will complement the 10 Child and Parent Centres, announced last week by the State Government, to offer services to parents in disadvantaged areas.
?
Dr Constable said the centre would provide families with a range of programs and services for all their early learning, health and family support needs.
?
?From talking with the communities, it is clear there is a need in the Swan region for family education such as parenting support, maternal and child health services, and cultural and language programs,? she said.
?
?Primary schools are the best placed sites to give families with young children easy access to these services.?
?
Facilities at the Middle Swan site will include a family centre, creche and health consulting rooms, while child care will be among the services located at the Clayton View site.
?
The Minister said the State Government, as part of the Closing the Gap Indigenous Early Childhood Development National Partnership, aimed to improve health outcomes and halve the gap in reading, writing and numeracy achievements between Aboriginal and non-Aboriginal children in the years to come.
?
?There are a high number of disadvantaged families in the Middle Swan and Koongamia areas and the two schools chosen have a significant percentage of Aboriginal students enrolled,? she said.
?
?This centre will help to ensure that, rather than children playing catch-up when they start school, they are well prepared to go into pre-primary and prosper, which is even more important as pre-primary education becomes compulsory in 2013.
?
?Learning begins at birth and we know the early years are the most vital to a child?s development, so nutrition, good parenting and health care all play vital roles in helping prepare children to do well at school.?
?
Through the national partnership, the Federal Government has provided the State Government with $42.35million to establish five centres, with the other four located at Halls Creek, Fitzroy Crossing, Kununurra and Roebourne.

The Swan centre is expected to be completed next year, and open in January 2014.

Al-Jazeera has video of France's terror attacks
PARIS (AP) ? Al-Jazeera has received a video that appears to show the attacks on soldiers and a Jewish school in southwestern France from the killer's point of view, including the cries of his victims. French President Nicolas Sarkozy said it should not be broadcast.
The images were contained on a USB key sent with a letter to the Paris office of the Qatar-based television company, Zied Tarrouche, the station's Paris bureau chief, said Tuesday on the French TV station BFM. The letter, written in poor French with spelling and grammar errors, claimed the shootings were carried out in the name of al-Qaida.
Police traced the attacks to Mohamed Merah, a 23-year-old Frenchman, who was killed last week after a more than 30-hour standoff with police at his apartment building. Merah had claimed to police that he had links to al-Qaida, traveled to Afghanistan and received weapons training in the militant-riddled Pakistani tribal region of Waziristan. But authorities have questioned some of Merah's claims.
Prosecutors have said that Merah filmed all of his attacks, which began March 11 with the murder of a French soldier. Before the spree ended, two more soldiers and three Jewish children and a rabbi were killed.
Tarrouche said the images appear to have been taken from the point of view of the killer, perhaps from a camera hung around his neck. He said they were a bit shaky but of a high technical quality.
The video had clearly been manipulated after the fact, according to Tarrouche, with religious songs and recitations of Quranic verses laid over the footage.
"You can hear gunshots at the moment of the killings. You can hear the voice of this person who has committed these assassinations. You can hear also the cries of the victims, and the voices were distorted," Tarrouche said.
In an address to police officers and judges Tuesday, Sarkozy asked that the images not be broadcast.
"I ask the managers of all television stations that might have these images not to broadcast them in any circumstances, out of respect for the victims ? out of respect for the Republic," Sarkozy said.
There was no indication that other stations have the images.
Tarrouche said his station is currently deciding whether to broadcast the video. He said he had spoken with the Paris prosecutor, whose office is leading the investigation and who explained the consequences of disseminating the images. But Tarrouche said the prosecutor said he would not prohibit the channel from "doing its work as journalists."
"We are not a sensationalist channel. We're not looking to broadcast images without weighing the risks and the consequences. That's why the management will decide today after meeting at headquarters in Qatar," Tarrouche said.
He said investigators spent Monday interviewing employees at the Paris bureau about the video. It was not immediately clear when the footage was received or who had sent it.
Al-Jazeera was frequently used early in the Iraq and Afghan wars as a conduit for militants, including Osama bin Laden, to distribute taped statements. As the Iraq war progressed, many of these tapes included gruesome killings and beheadings of Western or foreign hostages, although the station edited out some of the grisliest scenes at the moment of death.
The broadcasts drew outrage, especially from the Bush administration. Over time, most militant groups opted instead for posting such videos on their own websites, where they were not subject to outside editing standards.
A lawyer for the families of the victims killed outside the Jewish school, Patrick Klugman, warned on Tuesday that there would be legal consequences for those who disseminate the footage.
"Clearly, we'll go after them wherever they are, whatever media," he said on BFM television.
Meanwhile, Merah's father, who was estranged from his son and lives in Algeria, has reportedly said he wants to file a complaint for Mohamed's death. In his address, Sarkozy expressed outrage at that idea.
"It's with indignation that I learned that the father of the assassin of seven people ? including three soldiers and three children ? wanted to file a lawsuit against France for the death of his son," Sarkozy said. "Do we need to remind this man that his son filmed his crimes and diabolically made sure to send these despicable images to a television station?"
Sarkozy has said Merah was not part of a terror cell, but investigators are looking into whether his brother, Abdelkader, was an accomplice, and whether anyone else might have been involved.
Preliminary charges for complicity in murder and terrorism have been filed against Abdelkader, though no evidence has emerged that he took part directly in the shooting.

EATONVILLE, Fla. (AP) ? Wearing hooded sweatshirts similar to the one that Trayvon Martin wore on the night he was killed, many preachers and worshippers echoed calls for justice Sunday in the shooting death of an unarmed black teenager in Florida last month.
The one-month anniversary of Martin's death is Monday. He was shot while wearing a "hoodie" as he walked home on a rainy night in a gated community. The neighborhood watch volunteer who shot him, 28-year-old George Zimmerman, is the son of a white father and Hispanic mother, and the demands to charge him in Martin's slaying have grown ever louder. He had called police to report the hooded figure as suspicious; the 17-year-old Martin was carrying a bag of Skittles and a can of iced tea, talking to his girlfriend on his cellphone.
In African-American and other religious centers from Florida to Atlanta, New York and Chicago, messages from pulpits couldn't help but touch on a seemingly avoidable tragedy that continues to be rife with more questions than answers. But while the call continued for the arrest of Zimmerman, there were also pleas to use the incident to spark a larger movement.
"How do we turn pain into power?" the Rev. Jesse Jackson asked a standing-room only congregation of hundreds while preaching at Macedonia Missionary Baptist Church in Eatonville, Fla., about 20 miles from the site of the Sanford shooting. "How do we go from a moment to a movement that curries favor?"
Jackson preached a sermon entitled "The Substance of Things Hoped For." He called for Martin's "martyr" death to be used as an opportunity to revive the Civil Rights Commission and draw attention to long-standing issues. Very young children and teens sat in the choir behind him.
"The blood of the innocent has power," Jackson said to shouts of "Amen" and loud clapping.
Jackson invoked the names of Emmett Till, the 14-year-old boy bludgeoned and shot to death in Mississippi in 1955 for supposedly whistling at a white woman, and slain civil rights figures Medgar Evans and Martin Luther King, Jr.
"There's power in the blood of Emmett Till! There's power in in the blood of Medgar Evers! There's power in the blood of Dr. King!" declared the 70-year-old Jackson, who marched with King.
Jackson made a direct plea to change the "Stand Your Ground" self-defense law that many believe authorities in Florida used to avoid arresting him.
Amid the outcry over the lack of charges against Zimmerman, the Sanford police chief and state's attorney in the case have both stepped aside. The U.S. Justice Department has opened a civil rights probe into the shooting, and a grand jury is scheduled to meet April 10 to consider evidence in the case.
Zimmerman's attorney has said he believes the case falls under Florida's stand-your-ground law, which dictates that a person has the right to stand his or her ground and "meet force with force" if attacked. Attorney Craig Sonner has said Zimmerman is not a racist.
After Jackson's sermon, congregants said the civil rights activist's message resonated.
"This kind of activism never stopped in the church, that's what they do for us in the black community," said 34-year-old Nacia Bradley of Orlando. "That's what they're here to do."
Black churches have long served as catalysts for change and were instrumental during the civil rights era.
"The activism (in the church) is bigger and better than ever," said Kenneth Byers, 47, of Orlando. "Everything Rev. Jackson said was right on time."
At Chicago's St. Sabina Catholic Church, a predominantly black congregation, the Rev. Michael Pfleger wore the hood of his robe over his head while celebrating Mass. Pfleger, who is white, has long spoken out against violence.
During Mass, one congregant held a sign reading, "We are all Trayvon Martin."
In New York City, Middle Collegiate Church pastor Jacqueline Lewis said the church must assume both a spiritual and political role to end "the epidemic" of racism. She encouraged her congregants to send packages of Skittles to Sanford police, sign an online petition and attend an April conference on building multiracial congregations.
It's that sense of activism that resonated with Michael Ambrosini, who left the service wearing a gray hooded sweatshirt. He said he attends the church in part because "such violence dictates strong political action, and this church takes action."
In the nation's capital, the pastors of Reid Temple AME in Glenn Dale, Md. and Metropolitan AME in downtown Washington, both wore hoodies.
Reid Temple's pastor, the Rev. Lee P. Washington, put the hoodie on his head and held up a box of Skittles and a can of iced tea before his sermon, "Trusting God When You Don't Understand," in which he discussed the Martin case. Metropolitan AME is just blocks away from the White House, and President Barack Obama worshipped there with his family in January, 2011.
At Atlanta's historic Ebenezer Baptist Church, where Martin Luther King Jr. and his father once preached, dozens of people wore hoodies in Trayvon Martin's memory, including the Rev. Raphael Warnock.
"They said his name was Trayvon Martin. But he looked like Emmett Till," said Warnock, referring to the boy whose lynching more than a half-century ago raised awareness of the brutal realities of Jim Crow laws. "At least with Emmett Till someone was arrested. And that was in 1955."
The men charged with killing Till were acquitted by an all-white Mississippi jury, though they later confessed to the crime in a Look magazine article.
Ingrid Lester, 64, showed up for services wearing a hooded sweatshirt with a Skittles wrapper pinned to it. She said the Martin case reminded her of the struggle to end segregation in the 1960s, when she was a teenager. And she said the church had a crucial role to play now, just as it did then.
"We need a voice, and the church is our voice," she said.
At First Iconium Baptist, another predominantly black church in Atlanta, the Rev. Timothy McDonald told congregants at the early Sunday service, "We will not rest until Mr. Zimmerman who killed young Trayvon Martin is arrested. This could have been any one of our children."

Evidence for Flowing Water on Mars Grows Stronger
Liquid remains the leading explanation for newly discovered streaks on Martian slopes

THE WOODLANDS, Tex.?Today's Mars is a frigid desert, a place where water?the key to life as we know it?has gone into hiding. Whatever water may have once existed on Mars in rivers, lakes or even oceans is now frozen into ice caps, locked up in hydrated minerals or buried in debris-coated glaciers.
But last year compelling evidence emerged that when conditions are right, salty brines may persist to this day in liquid form at midlatitude regions on Mars. Alfred McEwen of the University of Arizona and his colleagues found tracks in high-resolution imagery that looked like liquid flowing downhill. The tracks appeared annually during the warmer Martian months on equator-facing slopes, extended downhill and then faded as temperatures dropped once again. One tantalizing interpretation was that the streaks were caused by briny water melting and seeping downhill through the soil.
At the annual Lunar and Planetary Science Conference being held here this week, the researchers provided an update on their search for and analysis of the mysterious features, which they call recurring slope lineae, or RSL. Not only have they more than doubled the count of known RSL but they have been unable to devise a good explanation that does not involve the presence of liquid water.
"No one has come up with alternative models that they believe," McEwen says. "Nor have we." Lujendra Ojha, an Arizona undergraduate student who has done much of the heavy lifting in identifying RSL in imagery from the High Resolution Imaging Science Experiment (HiRISE) camera on the Mars Reconnaissance Orbiter, announced in a talk at the conference that he and his colleagues have now confirmed RSL in 15 locations, up from seven when the features were first announced in a 2011 Science paper. Probable RSL have been identified on 23 additional slopes, but they have not yet been shown to recur year after year. "There's more there that we're going to find," McEwen says.
Other phenomena that have pointed to liquid water on modern-day Mars have plausible explanations involving only dry processes, McEwen notes. Streaky slopes closer to the equator, for instance, do not seem to display the seasonality that would be expected of melting and could simply be tracks from boulders rolling downhill. "In all these cases, you can explain the observations without liquid water," McEwen comments. "You have to favor the nonwater models if you can make it work. For the RSL, we can't make it work."
Support for the liquid-water explanation is coming from studies of arid, frigid regions here on Earth. In another talk at the conference, Joe Levy of Oregon State University compared RSL to similar-looking features caused by saline groundwater seeping downhill through the soil in Taylor Valley in Antarctica. Using satellite observations of Antarctic water tracks, Levy and a colleague found that they could estimate the soil's permeability from orbit by measuring how the tracks propagated downhill. And that estimate agreed reasonably well with the actual soil properties, which Levy and his colleagues have measured in field studies. "For flowing water features that darken the surface, it turns out you can do hydrogeology from orbit, which sure beats hiking," Levy said.
Applying the same calculations to Mars, he concluded that the RSL could be explained by brines if the slopes had the permeability of sand or silt. That matches the kind of soil expected to prevail at the sandy RSL sites. In other words, whatever is moving down the Martian slopes behaves as liquid would in that environment. "The RSL and the [Antarctic] water tracks are both flowing like water through sediment," Levy said. "If it moves like water, it may very well be water."

Apple's iPhone Conquers BlackBerry in Canada
More bad news for BlackBerry maker Research In Motion: for the first time since its introduction in 2007, Apple's iPhone is more popular than BlackBerry devices sold on RIM's home turf of Canada.
Apple shipped 2.85 million iPhones in Canada during 2011, beating RIM's 2.08 million shipments by about 770,000 handsets, according to numbers compiled by market research firm IDC and Bloomberg. The trend towards buying the iPhone over BlackBerry in Canada has been growing for some time. In 2010, the BlackBerry was more popular than the iPhone by about 500,000 device shipments, a marked change from 2008 when RIM was beating out the iPhone 5 to 1, Bloomberg says.
Shift in Loyalty
Although Canadians have, at least until recently, remained loyal to its homegrown brand, the change is not that surprising. Similar to the U.S. and Europe, Canada is an affluent country where people would be willing to spend a little extra money on the wider variety of apps available on iOS, as well as smartphones using Google's Android platform. The iPhone also continues to steadily improve its hardware, such as display resolution, device capabilities, and better cameras all wrapped in a fluid touch-first user interface. RIM's smartphone offerings, meanwhile, largely remain tied to BlackBerry devices with physical keyboards. The company has tried to offer several touchscreen devices such as the Torch 9810 and the Storm 2, but none have proved as popular as touch devices from Apple and Android handset makers such as HTC and Samsung.
Hope On The Horizon?
RIM may have lost to the iPhone in 2011, but the company's fortunes may rebound if its upcoming OS overhaul dubbed BlackBerry 10 can prove popular with users and app makers. BlackBerry 10 promises a more fluid touch interface, 3D gaming and better HTML 5 capabilities. The first phones running BlackBerry 10 are expected later in 2012.
Despite losing out in North America, RIM is still growing in other parts of the world such as the Middle East, Africa, and Latin America.

Judges: Ireland's ex-PM took secret payments, lied

DUBLIN -- Former Irish premier Bertie Ahern lied about the source of substantial sums of money he received, an inquiry concluded on Thursday in a long-awaited report into the dealings of one of the architects of Ireland's ill-fated economic boom.
The verdict comes four years after the economy collapsed under the strain of a decade-long housing and banking boom, cultivated by Ahern and his Fianna Fail party, and a year after the party was ejected from power by angry voters.
Set up in 1997, the Mahon Tribunal probed the relationships between politicians and property developers after builders made vast profits on land re-zoned as commercial.
'Endemic' corruption
In its report it said corruption was "endemic and systemic" at every level of government in Ireland in the late 1990s. Ahern was Taoiseach, or prime minister, from 1997 to 2008.
Irish PM resigns over cash-payments scandal
Ahern was one of Europe's longest serving premiers and widely praised for his work in resolving a three-decade conflict in Northern Ireland.
The three judges led by Justice Alan Mahon found that Ahern received at least ?209,779 ($276,000) in secret payments while in office and repeatedly lied about this under oath. The report stopped short of finding Ahern guilty of corruption, because they couldn't prove that Ahern gave favors to any of his cash donors when he was finance minister in the 1990s.
The judges did find two other former lawmakers in Ahern's Fianna Fail party, including former Cabinet minister and European Union commissioner Padraig Flynn, guilty of corruption for soliciting payments from property developers for personal use. They also found 11 past and present members of local councils guilty of the same offense.
Irish parliament chief quits after spending row
While the report itself was a fact-gathering effort and not a direct finding of any criminal wrongdoing, Prime Minister Enda Kenny referred its contents to state prosecutors, the national police force, tax collection authorities and the Standards in Public Office Commission. Potential offenses include corruption, obstruction of justice and tax evasion.
The report "clearly sets out corrupt practices among a number of politicians," said Kenny, who declined to say whether he considered Ahern among them.
Ahern's former special adviser in government, Gerry Howlin, described the findings as "far worse than anything I expected or believed possible."
Bizarre testimony
Ahern, whose often bizarre and implausible 2007 testimony enraptured the nation, denied doing anything wrong, but resigned from office in 2008 after 11 years in power. He issued a lengthy rebuttal Thursday night accusing the judges of unfairness and vowing to clear his name.
"I am disappointed that the tribunal has said that I failed to give a truthful account," Ahern said. "... I never took a bribe or corrupt payment. I never made a political decision in return for a payment. I hid nothing."
Yet even his own party, whose name means "soldiers of destiny" in Gaelic, failed to believe him.
Cowen elected as Ireland?s new prime minister
Fianna Fail leader Micheal Martin announced after a late-night meeting of party lawmakers that he intended to expel Ahern from party membership. The decision was expected to become official March 30.
"The receipt by a senior office holder of large amounts of money which a sworn tribunal has held is of unclear origins, and the failure to give any credible explanation, requires an unequivocal response," said Martin, who served in three Cabinet posts in Ahern-led governments.
Trust 'betrayed'
He said Ahern's receipt of surreptitious funds, and his delivery of false testimony, "betrayed the trust placed in him by this country and this party."
No Irish politicians have been convicted of corruption as a result of investigations into the bribery culture at the heart of Irish property development. Prosecutions are hampered, in part, by the fact that the government passed no credible anti-bribery laws until 1996, leaving tax evasion as the only readily proven offense.
Ahern's longtime accountant and friend, Des Peelo, conceded that Ahern's testimony had been hard to swallow, but said the judges couldn't prove Ahern was lying.

"The fact that something is bizarre does not make it untrue. Some aspects of his finances were bizarre," Peelo said.
It investigated allegations that Ahern accepted money from a developer in return for favors, a charge he rejected. He said his finances were complex but not improper during the turmoil that followed the breakdown of his marriage in the 1990s.
Ahern had admitted to accepting an envelope filled with 8,000 pounds ($12,700) in 50-pound notes from businessmen after speaking at a function in Manchester in 1994, which he said was his speaking fee. In late 2006 it emerged friends and businessmen had lent him 50,000 euros ($66,000).
"He told me he was telling the truth," special adviser Howlin said. "His narrative is not believed, and it is damning and it is serious. ... His reputation has been very seriously damaged."

WEST LIBERTY, Ky. (BP)?Kentucky Baptists are?providing families affected by the March 2 tornado in West Liberty a nurturing place for their children during the day.
An emergency childcare unit has opened at the Red Cross shelter in the tornado-ravaged town. Trained Kentucky Baptist volunteers are providing activities and care for the children, giving parents time to take the first steps in recovery.
?? [F]amilies are coming back to the community and they need all the help we can give them as they try to move forward,? said Coy Webb, director of the Kentucky Baptist Convention Baptist Men on Missions department.
Children visiting the childcare unit receive a handmade blanket from Kentucky Baptists, with a ?label? sewn inside each blanket relaying a message of love and care.
This is the first deployment of the childcare unit launched last year by Christian County Baptist Association?s churches.
More than 100 disaster relief volunteers are serving in communities across the commonwealth impacted by a string of tornadoes that killed more than 20 people.
In addition to the childcare unit, Baptist volunteers are providing hot meals, clean-up assistance, hot showers and laundry service.
At each location, chaplains trained to counsel people in crisis are offering a listening ear and comfort.
With communications badly disrupted in West?Liberty because of the twister, KBC?s emergency communications unit helped keep individuals and?organizations connected in the days immediately after the tornado.
The services are made possible through gifts to Kentucky Baptist Disaster Relief and the Cooperative Program.
Hundreds of Kentucky Baptists who are not official disaster relief volunteers have been working in various ways through their individual congregations to meet needs.?
?We?ve been getting reports from all over the state through social media,? said Robert Reeves, director of communications for the Kentucky Baptist Convention. ?There?s so much going on that there?s no way we will ever be able to share all the stories.?
One of those stories comes from Hickory Grove Baptist Church in Independence, which launched a community Facebook group to coordinate disaster relief efforts. It has drawn nearly 2,400 members and is organizing work crews, fundraisers and other assistance.
?We always need more trained disaster relief volunteers and it is important to let people know that in a lot of cases unofficial volunteers are turned away from disaster areas by law enforcement or the Red Cross,? Reeves said. ?But there are 2,400 KBC-affiliated churches in the commonwealth and many of them have been and continue to be very busy meeting needs and sharing Christ following this disaster. We are very grateful for that.?
Webb and Reeves encourage Kentucky Baptists who feel called to disaster relief ministry to attend Saturday?s training at Porter Memorial Baptist Church in Lexington from 9 a.m. to 1 p.m. EST.
?At the end of that one training session, you will be eligible to serve on a disaster call-out,? Webb said. New volunteers pay $40 per person. Returning volunteers who have not attended training since October 2008 are asked to pay $20. Another training opportunity April 14 at First Baptist Church in London will include Phase 1 training for new or renewing volunteers as well as a Phase 2 session during which volunteers are instructed on a specific ministry area such as childcare, communications, the mobile kitchen and chainsaw units.
