No Need to "Demagogue" the Ryan Plan

WASHINGTON -- It always gets back to health care.

That's why 2009 and 2010 were so consumed by President Obama's push for health care reform, and why Rep. Paul Ryan's Medicare proposals are at the center of politics in 2011. Our long-term budget problem is primarily about two things: a shortage of revenue and rising health care costs.

The revenue and health cost issues are intertwined. The whole debate comes down to whether we want government to absorb a significant part of the risk of insuring us against illness, which means we'll have to pay somewhat higher taxes, or whether we want to throw more and more of that risk onto individuals.

So let's welcome Ryan's call for considering his proposals on their merits. Yes, Republicans who invented "death panels" out of whole cloth and insisted, falsely, that Obama's health proposal was nothing but a "government takeover" have a lot of nerve complaining about the "demagoguery" against Ryan.

But in this case, turning the other cheek is practical advice. Ryan is not losing this argument because of what his opponents are saying, or because voters don't "understand" what he's up to. He's losing because Americans are alarmed that they are paying ever more for coverage, co-pays and deductibles. And they're weary of battling over health bills with insurance-company bureaucrats.

Americans may not trust government, but they don't trust insurance companies much either. So it should surprise no one that they are skeptical of any proposal likely to reduce the insurance guarantees the government already provides them. In particular, they don't want government to back away from its existing health care commitments if part of the purpose of retreating is to protect the Bush era tax cuts for the wealthy.

Among Ryan's critics, everyone acknowledges that rising health care costs are a problem. One of the central purposes of the Affordable Care Act was to contain those costs. The reform cut Medicare spending by a half a trillion dollars over a decade -- spending reductions that Republicans freely demagogued in last year's election campaign.

Here's the basic difference before us: Conservatives want government to play less of a role in paying for health insurance. Progressives believe that government will inevitably play a growing role in the provision of health insurance because if it doesn't, more Americans will lose their coverage.

Discovery Communications CEO: Judge Success of Oprah's OWN Over 2 ...

NEW YORK - Discovery Communications president and CEO David Zaslav told an investor conference here on Thursday that they should judge the success of OWN, the company's cable network joint venture with Oprah Winfrey, over two to three years rather than quarters.

"We have done a lot of things right, we have done a lot of things wrong," he said in discussing the network, which launched this year and has seen weaker ratings than many had expected.

"We are going to learn by the mistakes we are making and by the things that work," Zaslav told the Nomura U.S. Media Summit, acknowledging that his team is still trying to figure out the exact OWN brand. "So, I think you got to look at us over the next two to three years."

While the network brand will remain focused around leading the best life possible, "exactly what OWN will be" will depend on audience reaction, Zaslav said. "The audience is going to tell us," but "we are going to have to fall down a bunch of times," he added. Discovery Communications will continue to fund and support OWN and continues to like its hand, he emphasized though.

Christina Norman was recently replaced as OWN CEO by Discovery Communications COO Peter Liguori who agreed to take on the added title on an interim basis.

Zaslav on Thursday once again argued that it takes time to launch a channel as people must find two to three shows they like to include it in their eight to 10 networks they watch regularly. He also said that more programming will come to the network and that Winfrey has been recutting its programming library, which will come to OWN later this year.

Asked about the upfront advertising sales market, Zaslav said that given the ad market overall has remained "very strong," the upfront "feels very good." He said he expects "strong increases" in the upfront.

Asked about TLC, Zaslav said an attempt in the past to take the network more Hollywood and position it similar to Bravo failed, because the channel is really about middle America. Women who are 42, have two kids and work and want a good family life are at its core, he said. Yes, people in LA and New York like it. "But we're really programming that for Middle America," Zaslav said.

Asked about his firm's digital strategy, Zaslav said amid new technologies and new players, it is a great time to be a content company. But he said Discovery will want to get paid properly for content value it provides.

For example, he said TV distributors' TV Everywhere initiatives that offer content online require the company's consent. As a result, Discovery will "have a value discussion about it" once online audiences are properly measured, Zaslav said.

Susan Sarandon to Play Sexy Teacher in 'I Hate You, Dad' (Exclusive)

Adam Sandler will be hot for Susan Sarandon.

Sarandon is in negotiations to nab the plum role of a sexy teacher who?ends up being the mother to Andy Samberg in Columbia's I Hate You, Dad.

The movie, which shoots in Boston this summer under the direction of Sean?Anders and John Morris, centers on a father (Sandler) who moves in on the?eve of the wedding of his son (Samberg) and promptly begins feuding with the?bride-to-be.

The cast already includes Leighton Meester as Samberg's fianc?e, Ian?Ziering as a booze- and blow-addicted version of himself and Vanilla Ice playing?himself.

Columbia is also in talks for a slew of actors to join the cast, including?James Caan, Will Forte?and Milo Ventimiglia, as well as Sarandon's?real-life daughter Eva Amurri (Californication), Blake Clark, Meagan Fay?(Party Down), Tony Orlando?and Dan Patrick.

The major role here is the teacher character, with the studio being very?picky as to whom they sought to play educator Mary McGarricle.

Ever since she first seduced Tim Robbins in Bull Durham, Sarandon has made?playing older-but-hot to her on-screen love interests a cottage industry.?The ICM-repped actress last appeared on-screen in Wall Street: Money Never?Sleeps and is slated to appear in Cloud Atlas, the new film from the?Wachowskis.

Dad is being overseen by Heather Parry on behalf of Happy Madison and at the?studio by Sam Dickerman and Adam Milano.
